Punjab restaurant tax: 8% by card, 16% by cash

As of 1 July 2026, Punjab restaurants charge two different sales tax rates depending on how the customer pays. Under the Punjab Finance Act 2026 (Second Schedule Part-III, S/N 4 of the Punjab Sales Tax on Services Act 2012), payments made by debit card, credit card, mobile wallet, or QR scan are taxed at 8%, without input tax adjustment. Cash and every other payment method are taxed at 16% — exactly double. The 8% card rate was raised from 5% by the same Act, so if you've seen 5% quoted anywhere, that figure is out of date.

Rates current as of July 2026. That gap is worth mentioning at the counter — staff who know it are handing every customer a Rs 400 reason to tap a card instead of counting out cash.

Who has to integrate with PRA

Integration isn't optional once you cross the threshold — and the clock starts the moment your financial year closes above it. It applies whether you run a single counter in a food street or a five-branch chain across the city, and it applies the same way whether your books were already computerized or you were still running a manual register.

Rs 6 million turnover threshold

Registered restaurants with annual turnover of Rs 6 million or above must integrate with e-IMS. This was lowered from Rs 10 million specifically for restaurants by PRA Notification PRA/Orders.06/2023/441 (Gazette 109 of 2024), effective 9 July 2024. Other services still sit at the Rs 10 million threshold — the lower figure is restaurant-specific.

3 or 6 months to integrate

Once liability arises, Rule 4 gives you 3 months to integrate if your restaurant is already computerized, or 6 months if it isn't — counted from the close of the financial year in which your turnover crossed the threshold. Rule 6 is stricter still: once you're liable, invoices may only be legally issued through e-IMS.

Applies across Punjab

PRA jurisdiction covers every Punjab city — Lahore, Rawalpindi, Faisalabad, Multan, Gujranwala, Sialkot, and the rest of the province. A single-outlet café in Gujranwala and a multi-branch chain in Lahore fall under the same rules once they cross the turnover threshold.

Note: some vendor sites claim a Rs 50 million turnover threshold. That figure is incorrect — the gazetted threshold for restaurants is Rs 6 million.

RIMS — now formally e-IMS

The monitoring system was originally introduced under the Punjab Restaurant Invoice Monitoring System Rules 2015 — since repealed. It was replaced by the Punjab Electronic Invoice Monitoring System Rules 2019 (Notification PRA/Orders.06/2019/1495), which is the e-IMS regime restaurants must comply with today. Staff and vendors still say "RIMS" out of habit — the rules and the compliance obligation are now e-IMS, and that's the system your POS actually reports to. If you're briefing an accountant or a new manager, it's worth using both names in the same sentence once, so nobody goes looking for a system that no longer exists under its old name.
